I mean, whoever's in charge here doesn't want us to work together, that's why there's that rule about trading. They're probably going to make basic necessities hard to come by, so people are more desperate, and more willing to make enemies for them.

Hunger. Maybe they spend too long cold, wet, and tired. Maybe they just get desperate. Any number of reasons.

We need more information. If you find a likely place for the ones in charge to be, don't run in alone. Grab a party, or if you can't, try to eavesdrop without getting caught to find out what they're doing.
